The Judicial Services, Training, and Institutions Capacity Enhancement (JuSTICE) Project is a multi-year initiative funded by Agence Française de Développement (AFD). The project aims to strengthen the rule of law in Lao PDR by enhancing training and professional development for justice sector actors, including enforcement officers.
Since 2024, the JuSTICE Project has been collaborating with the International Union of Judicial Officers (UIHJ) to support the ongoing reform of enforcement of judgments in Lao PDR. This cooperation was initiated in response to the adoption of the revised Law on Enforcement of Judgments and the subsequent need to translate legal and institutional reforms into effective practice. During the first phase of collaboration, UIHJ provided technical expertise to support the drafting of the Guidelines on the Enforcement of Judgments, as a key operational tool for enforcement officers
Building on these initial achievements, a second phase of collaboration was implemented in 2025, focusing on strengthening the institutional and capacity foundations required for enforcement reform. This phase focused to a large extend on training. UIHJ experts, Zlaty Mihailova and UIHJ first vice-president Jos Uitdehaag drafted a training needs assessment and a proposal for a curriculum development. Central in the training component was also the deliverance of the Train-the-Trainer programme for enforcement officers. During three sessions of each 3 days, 25 Lao enforcement colleagues were trained to become a trainer. Besides the attention on the pedagogic and didactic aspects of adult learning and presentation technics, the participants also developed seven training courses on enforcement related topics such as auction and sale of goods, applying enforcement measures in seizing assets, voluntarily execution, asset valuation, eviction, educative aspects and enforcement in criminal cases.
The last session of this Train the Trainers program was organized this November 2025. All participants received the certificate, meeting the UIHJ requirements to be considered as a UIHJ accredited trainer.
