On 3 March 2026, the Scientific Council of the International Union of Judicial Officers (UIHJ) held an online meeting to review several strategic projects of the Union. The discussions focused in particular on the integration of artificial intelligence into the UIHJ’s scientific work, the revision of the Global Code of Enforcement and the preparation of the next UIHJ International Congress, which will take place in Lisbon in 2027.

The Scientific Council also welcomed a new member, Professor Ndiaw Diouf (Senegal), Professor Emeritus of Private Law and former Dean of the Faculty of Law and Political Science of the University of Dakar. His expertise in enforcement law and comparative law will contribute significantly to the Council’s work.

Members also discussed the need to further strengthen the geographical representation of the Scientific Council, particularly in Asia and South America, in order to better reflect the global dimension of the UIHJ.

A significant part of the meeting was dedicated to the work of the AI working group. Members are currently examining how issues related to artificial intelligence should be addressed within the Global Code of Enforcement. The objective is to take technological developments into account while preserving the coherence of the Code and the fundamental principles of enforcement.

The Council also reviewed the progress made in revising the Global Code of Enforcement. Two working groups are currently active: one focusing on the revision of the explanatory notes and another working on improving the English translation of the Code to ensure legal and terminological consistency.

Finally, the Council began preparing the scientific contributions for the XXVIth International Congress of the UIHJ, scheduled to take place in Lisbon in April 2027. Members of the Scientific Council will contribute written works addressing key themes such as the effectiveness of international justice, the protection of fundamental rights in enforcement and the impact of emerging technologies such as blockchain.

The next meeting of the Scientific Council will take place online on 17 June 2026 and will assess the progress of the AI working groups and the revision of the Global Code of Enforcement.
