On 18 September 2025, the National Union of Judicial Officers of the Republic of Moldova (UNEJ) organized an anniversary event to commemorate fifteen years since the liberalization of the enforcement system in the country. The occasion was marked by a solemn opening session and the International Conference entitled “Enforcement: Law in Action for Social Equity and Economic Stability.” The International Union of Judicial Officers (UIHJ) was represented by its President, Marc Schmitz, accompanied by Luis Ortega, Special Advisor to the President, and Malone Cunha, Member of the Board.
The opening ceremony was presided over by Mr. Roman Talmaci, President of UNEJ, who presented a comprehensive retrospective of the achievements and challenges faced by judicial officers in Moldova over the past fifteen years. The session was further honored by the participation of H.E. Veronica Mihailov-Moraru, Minister of Justice of the Republic of Moldova, as well as H.E. Daniella Misail-Nichitin, Minister of Internal Affairs, and leading figures of the Moldovan judiciary, including Mrs. Domnica Manole, President of the Constitutional Court, alongside judges of the Court, representatives of the Superior Council of Magistracy, and other national authorities. On this occasion, Marc Schmitz, President of UIHJ, delivered an opening address, underlining the commitment of the profession to upholding the rule of law and reinforcing international cooperation. Messages of congratulations collectively emphasized the central role of judicial enforcement in the rule of law and in the protection of citizens’ rights.
The scientific program of the conference was divided into three thematic panels. The first panel addressed the modernization of enforcement processes worldwide, with special emphasis on the experiences of Italy, Romania, and Moldova. The second panel, in which UIHJ Board Member Malone Cunha participated, was dedicated to the social dimension of enforcement. Discussions focused on the protection of judicial officers in the exercise of their duties, as well as mechanisms of social protection and welfare benefits for officers and their families. The third panel examined the benefits of enforcement and the circumstances in which refraining from enforcement may better serve the interests of justice, highlighting comparative approaches from different jurisdictions.
These exchanges reaffirmed the importance of enforcement in safeguarding social equity, strengthening economic stability, and ensuring public trust in judicial institutions. They also underscored the growing relevance of digital transformation, efficiency in enforcement practices, and the balance between creditor rights and debtor protections.
UIHJ Holds a Private Meeting with the Minister of Justice of the Republic of Moldova
On the same occasion, the President of the International Union of Judicial Officers, Marc Schmitz, was received by H.E. Veronica Mihailov-Moraru, Minister of Justice of the Republic of Moldova, for an institutional meeting dedicated to the presentation of UIHJ’s mission and activities. The exchange was both constructive and inspiring, held in a warm and friendly atmosphere. President Schmitz and Minister of Justice Mihailov-Moraru discussed the important role of judicial officers in strengthening access to justice and the prospects for closer cooperation in the future.
President Schmitz thanked Minister Mihailov-Moraru for her openness and commitment to dialogue, which paves the way for continued collaboration in the service of justice and the rule of law
Inauguration of a Symbolic Sculpture in Ciocana
Parallel to the anniversary events, a symbolic ceremony took place in the Ciocana sector of Chișinău, where a sculpture dedicated to the themes of parental responsibility and child protection was unveiled on the central alley of Mircea cel Bătrân Boulevard. The initiative, promoted by the National Union of Judicial Officers and supported by the Municipality of Chișinău, aims to reinforce societal values of care, responsibility, and solidarity.
The event was attended by distinguished guests, including Sinilga Școlnic, Pretor of the Ciocana sector, Iulia Nicorici, Municipal Councilor, Veaceslav Jiglițchii, the artist who created the work, Marc Schmitz, President of UIHJ, and Roman Talmaci, President of UNEJ, together with other honored invitees and members of the local community.
The sculpture stands as a public symbol of love and protection for children and represents the shared commitment of institutions and society to uphold the rights and well-being of the younger generations.
