Quand la pandémie de la COVID-19 prendra-t-elle fin?
Une question que nous nous posons tous depuis des mois déjà. Notre vie à nous tous reste toujours fortement impactée, voire même dominée, par les règles sanitaires qui nous sont imposées.
L'Union Internationale des Huissiers de justice, en tant qu'organisation internationale, en souffre particulièrement.
D'innombrables visioconférences ont remplacé les réunions qui, avant la pandémie, se déroulaient en présentiel. L'avantage des activités sociales, qui étaient toujours organisées en marge des conférences et qui permettaient d'échanger entre collègues a été perdu complètement.
Avec le commencement des vaccinations, nous voyons cependant enfin de la lumière au bout du tunnel que nous traversons pour l'instant.
Restons optimistes et penchons le regard vers l'avant!
Le Congrès International de l'UIHJ, qui aura lieu à Dubai du 22 au 25 novembre 2021 constituera une excellente opportunité pour nous retrouver tous à nouveau.
C'est avec impatience que j'attends de vous y retrouver. Les inscriptions vont bientôt s'ouvrir. Nous vous tiendrons informés!

L’UIHJ organise son 3e webinaire de formation les lundi 15 mars 2021 de 17 h 00 à 18 h 30 GMT+1 (en français) et le jeudi 18 mars 2021 de 17 h 00 à 18 h 30 GMT+1 (en anglais) sur les conventions de La Haye sur la signification des actes (1965) et la reconnaissance et l’exécution des jugements (2019), en partenariat avec la Conférence de La Haye de droit international privé.

Il semble qu’à partir du 1er janvier 2021, il n’y ait plus de base juridique spécifique pour la coopération judiciaire entre le Royaume-Uni et l’UE. Cela signifie un «Brexit dur» dans lequel les diverses Conventions de La Haye auxquelles le Royaume-Uni (et les États membres de l’UE) sont parties pourraient s’appliquer (par exemple, la Convention Notification de La Haye de 1965).

Le ministère de la Justice de la République d’Arménie a soumis un projet de décision du Gouvernement de la République d’Arménie sur « l’approbation du document d’orientation sur l’introduction du système libéral d’exécution forcée » au débat public.

GIZ Fonds régional ouvert pour la réforme juridique de l'Europe du Sud-Est |

L'Union internationale des huissiers de justice (UIHJ), à travers son secrétaire Jos Uitdehaag, et en collaboration avec la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Fonds régional ouvert pour la réforme juridique de l'Europe du Sud-Est a élaboré des lignes directrices sur le code d'éthique et des normes professionnelles pour les huissiers de justice de l'Europe du Sud-Est.

Début officiel du projet FILIT |

L’UEHJ est partenaire du projet européen FILIT (For the improved implementation of EU law through interprofessional training) qui a officiellement débuté le 1er février 2021.
FILIT vise à former les huissiers de justice et les juristes au droit de l’UE en utilisant une méthode d’apprentissage mixte.

Nouvelle Autorité nationale d’exécution en Finlande |

I
l existe depuis décembre 2020 une nouvelle autorité d’exécution gérée par l’État en Finlande. L’ancien réseau d’exécution, composé de l’Office administratif national de l’exécution, ainsi que des 22 bureaux régionaux d’exécution, n’existe plus. Ces organes ont été fusionnés en une seule autorité chargée de l’exécution, créée le 1er décembre.

Le projet européen
« Enforcement Atlas » |

L'UIHJ a lancé, en collaboration avec le Centre de droit constitutionnel européen (Athènes, Grèce), le projet « Enforcement Atlas », financé par la Commission européenne.
Le projet vise à combler le déficit d’information en ce qui concerne les procédures d’exécution, les exigences, les coûts et le calendrier dans l’UE-27 et le Royaume-Uni et à rendre ces informations largement accessibles à toutes les parties intéressées.

A Word from the President |

When will the COVID-19 pandemic end?
A question that we have all been asking ourselves for months already. Our life is still strongly impacted and even dominated, by the mandatory sanitary rules.
The International Union of Judicial Officers, as an international organization, suffers particularly from this.
Countless videoconferences have replaced the meetings which, before the pandemic, took place in form of face-to-face meetings. The advantage of social activities, which were always organized on the sidelines of conferences and which allowed exchanges between colleagues, has been completely lost.
With the start of the vaccinations, however, we are finally seeing light at the end of the tunnel that we are going through for now.
Let's stay optimistic and look ahead!
The International Congress of the UIHJ, which will take place in Dubai from 22 to 25 November 2021 will be an excellent opportunity to meet all of you again.
I look forward to seeing you there. Registration will open soon. We will keep you informed!

BREXIT and the consequences for judicial officers (UPDATE) |

So, it seems that from 1 January 2021 there is no specific legal basis for the judicial cooperation between UK and EU anymore. That means a “hard Brexit” in which the various Hague Conventions to which the UK (and EU member States) might be a party could apply (e.g., the Hague 1965 Service Convention).

The UEHJ is a partner in the European Project FILIT (For the improved implementation of EU law through interprofessional training) which officially started on February 1st, 2021.
FILIT aims to train judicial officers and lawyers on EU law using a blended learning method.

A new National Enforcement Authority in Finland |
| |
As of December 2020, there is a new state-run enforcement authority in Finland and the former enforcement network consisting of the National Administrative Office for Enforcement, as well as the 22 regional enforcement offices, no longer exist. These parties merged into one enforcement authority, born on December 1st,, after which the new National Enforcement Authority in Finland assumed the responsibility for all the former duties of the local enforcement offices.

The EU Enforcement Atlas Project |
| |
Together with the Centre of European Constitutional Law (Athens, Greece), the UIHJ initiated the project Enforcement Atlas, funded by the European Commission.
The project aims to cover the information gap with regard to enforcement procedures, requirements, costs, and timing in the EU-27 and the United Kingdom and make this information widely available to all interested parties.
