Scientific Council

The UIHJ is confronted with a universe imbued with different cultures where jurists from all legal origins rub shoulders. This great diversity, which is a source of wealth, nevertheless maintains a permanent need: that of comparative study and harmonisation. To meet this need, the UIHJ established under its aegis on 20 June 2008 the Scientific Council of the UIHJ.

The mission

The mission of the Scientific Council of the UIHJ consists of guiding research, providing analysis on the development of law with regard to globalisation, associating itself with the work of the UIHJ, particularly during international congresses of judicial officers, and contributing to the publication of articles or legal studies distributed under the auspices of the UIHJ, in complete independence, impartiality and avoiding conflicts of interest. The Scientific Council of the UIHJ is chaired by the President of the UIHJ.

The Scientific Council of the UIHJ

The Scientific Council of the UIHJ is composed of university professors, senior magistrates or jurists, specialists in international law, all having demonstrated a particular interest and skills in the field of activities carried out by professionals in the enforcement of court decisions and other enforceable titles, civil procedure and civil enforcement procedures. Its composition is designed to represent the geographical expression of the UIHJ.

The members of the Scientific Council are:

  • Frédérique Ferrand, professor at law at the University Jean Moulin Lyon III (France)
  • Nikolaj Fischer, director of the Department of Civil Law and Civil Procedure, Institute of Economic Law, University of Kassel (Germany)
  • Natalie Fricero, professor at the Universities, University Côte d’Azur (France)
  • Aida Kemelmajer de Carlucci, professor at the University of Mendoza (Argentina)
  • Mayatta Ndiaye Mbaye, professor at law (Senegal), Permanent Secretary of the OHADA,
  • Paula Meira Lourenço, professor at the Law faculty of the University of Lisbon (Portugal)
  • Guillaume Payan, professor at the University of Toulon (France)
  • Adrian Stoica, judicial officer, Dean of the Law and Administrative Sciences Faculty of the Ovidius University of Constanta (Romania)
  • Dimitrios Tsikrikas, professor at the University of Athens (Greece)
  • Sjef van Erp, professor Emeritus at the University of Maastricht (the Netherlands), past Vice-President of the European Law Institute (ELI)

The Scientific Council of the UIHJ is also composed of ex officio members, namely the current and former Presidents of the UIHJ, as well as the former General Rapporteurs of the international congresses organised by the UIHJ: Françoise Andrieux (France), Mathieu Chardon (France), Patrick Gielen (Belgium), Leo Netten (The Netherlands), Marc Schmitz (Belgium), Jos Uitdehaag (The Netherlands), David Walker (Scotland).

Except for ex officio members, the members of the Scientific Council of the UIHJ are appointed by the President of the UIHJ, on the advice of the UIHJ Board, for a period of three years corresponding to the term of office of the UIHJ Board. They may be renewed without limitation of the number of terms.
