The meeting was led by Anna Stepanova, lawyer, Directorate General of Human Rights and Legal Affairs, Department of execution of Judgments of the European Court of Human Rights. Representatives of the six beneficiary countries of the project were present: Mahir Mushteidzada (Azerbaijan), Laurela Muca (Albania), Sanel Karadjuz (Bosnia and Herzegovina), Tatiana Cernei (Moldova), Vladan Joksimovic (Serbia) and Victoria Galperina (Ukraine). Stéphane Leyenberger, secretary of the European commission for the Efficiency of Justice (CEPEJ) also attended the meeting, as well as members of the CEPEJ-GT-EXE working group having worked out the CEPEJ guide lines on enforcement of December 2009: Mathieu Chardon, 1st secretary of the UIHJ, Georg Stawa, representative of the CEPEJ for Austria, and Geert Lankhorst, political adviser, Department for the access to justice, ministry for justice (Netherlands).

The six recipients of the project presented in turn the state of the reforms concerning the occupation of judicial officer in their respective country.

Stéphane Leyenberg indicated that the CEPEJ was very happy to be able to cooperate with the project, in particular by providing experts. “CEPEJ experts are very qualified in this field. We welcome the participation of the UIHJ which is very important for us. The UIHJ is an observer member but it is more than a observer member. It fully participates in the work of the CEPEJ and the UIHJ experts have become CEPEJ experts” he indicated.

After this very positive and open first meeting, Anna Stepanova indicated that she would prepare specific proposals to be submitted to the participants in order to determine in particular whether to privilege a global or a tailor-made approach.
