The UIHJ Sets Foot in Uruguay

On 2 and 3 March 2017, a delegation of the UIHJ composed of Françoise Andrieux, President, and Luis Ignacio Ortega Alcubierre, Vice-President, traveled to Montevideo (Uruguay) to establish the first contacts with the authorities from this country.

A first meeting was scheduled at the Mercosur headquarters (see note below) in Montevideo. The delegation of the UIHJ was received by Rafael Reis, Communication Secretary of the Parliament of Mercosur and Linda Rabbaglietti, Director of the Mercosur Secretariat. The UIHJ expressed it wishes to find a way of collaboration with this important economic organisation of the countries of South America. Francoise Andrieux has already indicated that the UIHJ would be pleased to have representatives of Mercosur among the participants in the symposium to be held in Buenos Aires, Argentina, in November 2017 on the theme of cross-border service of documents.

The second meeting took place at the Supreme Court of Uruguay. The delegation was received by Raul Oxandabarat of the Court's Secretariat of Ceremonies, to whom a copy of the Global Code of Enforcement was handed. He explained the functioning of the judicial system in Uruguay. In view of the mutual interest aroused, it was agreed that a presentation note of the UIHJ and its actions would be sent to the Supreme Court with the aim of establishing a partnership.

Juan Roballo, Secretary of the Presidency of the Republic, then welcomed the delegation to the premises of the Presidency. This was an opportunity for Françoise Andrieux and Luis Ortega to present the expertise of the UIHJ in its collaboration with the States in the evaluation or implementation of reforms of judicial systems. For his part, the Secretary-General explained the functioning of the institutions of his country.

Finally, the delegation was received at the French Embassy in Uruguay by His Excellency the French Ambassador, Philippe Bastelica, and by Marie-Christine Charlieu, Counselor for Cooperation and Cultural Action. Fruitful exchanges took place. They came up with the invitation to organise a meeting in Montevideo, on the sidelines of the November symposium in Argentina on cross-border service of documents.

The contacts established made it possible to get to know the judicial system of this country which is not yet a member of the UIHJ.

Note on Mercosur

The common market of the South, Mercosur (from the Spanish Mercado Común del Sur) or Mercosul (from the Portuguese Mercado Comum do Sul), is an economic community that brings together 5 countries of South America: Argentina, Brazil, Paraguay, Uruguay and Venezuela.
