Tuesday 13th September 2016 was indeed a particularly rich day in meetings for the UIHJ during its stay in Argentina.

In the morning, Françoise Andrieux and Luis Ortega Alcubierre, were received in Buenos Aires at the Federal Ministry of Justice by Germán Carlos Garavano, Minister of Justice and Human Rights of the Nation, as well as by Fernanda Rodriguez, Undersecretary of Access to Justice. They presented the Global Code of Enforcement to the minister who showed great interest. Mr Garavano declared that Argentina was entering a phase of reform of civil proceedings and that he would convey the Global Code of Enforcement to the Commission reforms.

Françoise Andrieux pointed out that through the participation of Aida Kemelmajer de Carlucci, a law professor at the University of Mendoza, member of the Scientific Council of the UIHJ, Argentina had contributed to the development of the Global Code of Enforcement and that the experts of the UIHJ were at his disposal, when necessary.

Francoise Andrieux and Luis Ortega Alcubierre explained the role of the liberal and independent judicial officer in the judicial systems. At the end of these fruitful and cordial exchanges, it was agreed to organise the first America-Europe Meetings of the UIHJ in the coming months.

Francoise Andrieux and Luis Ortega Alcubierre were then extensively received by Elena Highton de Nolasco, Vice-President of the Supreme Court of Argentina. They gave a copy of the Global Code of Enforcement to their host who told them of her interest in the work.

Exchanges followed in which Françoise Andrieux and Luis Ortega Alcubierre explained the functioning of European judicial systems and the role of the judicial officer in the effective enforcement of court decisions, which did not fail to concern the Vice-President. Ms Highton de Nolasco was then kind enough to take the time to explain in turn to the delegation of the UIHJ how the Argentine legal system worked. The interview was concluded with a visit to the Supreme Court.

On the afternoon took place a visit to the Ministry of Justice of the Province of Buenos Aires. The delegation of the UIHJ was accompanied by Maximiliano Monterisi Marchese, President of the Association of Notifiers of Mar del Plata, and Alfredo Berisso Uriburu, Notifier.

Gustavo Ferrari, Minister of Justice of the Province, informed the delegation that reforms were underway in the province, including on civil proceedings. He received from the hands of Françoise Andrieux a copy of the Global Code of Enforcement and declared himself satisfied to find a way to learn global best practices in enforcement of court decisions.
