The UIJH organises the 22nd International Congress of Judicial Officers in Madrid from 2 to 5 June 2015, placed under the Honorary Presidency of His Majesty Felipe VI, King of Spain

The UIHJ is a Non-Governmental International Organisation created in 1952. It includes today 85 members or organisations associated with cooperation agreement regrouping at World level the organisations representing the profession of judicial officers or other comparable professions.

The International Congress of Judicial Officers is the supreme body of the International Union of Judicial officers. It is held every three years. After Washington (USA) in 2006, Marseille (France) in 2009 and Cape Town (South Africa) in 2012, it was the turn of Spain to host in its capital, Madrid, the largest event organised by the profession of judicial officer.

The Madrid International Congress promises to be a unique place for meetings, sharing and exchanges between judicial officers around the world, other legal professionals and organisations, and legal and economic international institutions with which the UIHJ cooperates: World Bank, UNCITRAL, IMF, Hague Conference on Private International Law, OHADA, UEMOA, Council of Europe, CEPEJ, European Commission, European Law Institute, Asean, CEJA, Caribbean Court of Justice...

The UIHJ is in contact with the major international organisations and legal institutions. For several years, the UIHJ has developed special relationships with influential organisations in the economic field. This strategy has helped position the profession of judicial officer both as a key player in the economic development and as a guarantor of legal security worldwide.

Economic exchanges globalise every day. The various economic crises have directly impacted most states. Economic balances are disrupted and are being redefined. New models appear, especially in emerging countries.

The agencies specialised in economic development have realised that a country can take root if it cannot guarantee a definite level of legal certainty for economic operators, enterprises and citizens. Financial aid is subject to the implementation of structural legal reforms to meet their specific requirements developed from models, and model laws. The main organisations and institutions have also understood that to be effective, these models and model laws shall be designed in collaboration with professional organisations such as the UIHJ.

Day after day, the UIHJ helps to shape the future of the profession of judicial officer. Thus, for fifteen years, the UIHJ took part in more than one hundred European and international projects in this area, alongside these large organisations and institutions. The UIHJ was particularly active in the development of the CEPEJ Guidelines on enforcement.

The battle of the law is worldwide. The development of democracy and the rule of law is a goal that can only be achieved collectively. The judicial officer is responsible for implementing and enforcing law and justice. As the armed arm of the judge, he is a bulwark against arbitrariness and injustice around the world. The judicial officer restores confidence in the law, justice and economic relations. He must take his place between law and economics.

These are the stakes of the 22nd International Congress of Judicial Officers whose topic is: “The Judicial Officer, Link between Law and Economy - A New approach to Enforcement”.

The Congress works include a triple axis of reflection:
- A fair and effective justice: a fair global economic development, a right for all citizens
- The role of the global enforcement agent as a vector of economic development
- A 21st Century approach to enforcement

With its long experience and expertise, the UIHJ has worked for ten years in the development of a Global Code of Enforcement that includes a set of rules that affect the enforcement of court decisions and the agent responsible for enforcement, with a universal harmonising vocation. In Madrid, during the Congress, the final work of the Global Code of Enforcement will be presented.

After the conference, the new board of the UIHJ will be elected and the new UIHJ Programme for the years 2015-2018 will be disclosed.

An international congress is also a time for discussion, sharing, conviviality and exceptional brotherhood among all judicial officers and legal actors from all continents.

As for the location of the congress, is it necessary to present Madrid? Founded in the fourth century, the "Madre de Dios" is one of the major European capitals. Melting pot of cultures and civilisations, it offers many attractions that make it the most beautiful locations, to discover or rediscover.
